Actually, I think that is how it works. You may need to buy Factions in order to make a sin in Nightfal. Look at it from the other way around. If you own Prophesies but not Factions, you can compete against sins but you cannot make one. But if sin's were included in Nightfall, then there is little reason to buy factions. Plus, they would have to duplicate a lot of sin skills and manageing the introduction of skills becomes more difficult for the developers.
However, there MUST be SINs in nightfall. I'm sure there is going to be new sin armor and probably some skills, even if players have to own factions to make a sin. We are talking about Arabian Nights here people. That would be really rediculous to not have sins in a North African themed game. Even the name Assasin comes from Arabic (or is it Persian?)
